推动农村产权交易健康发展，需从多维度构建制度保障体系。为强化交易规范，构建标准化运作机制，兰州市建立了农村产权交易市场，构建整市统一的政策体系制度框架，明确17类农村产权交易品种、流程和监管标准，上线“一站式”交易系统，集成信息发布、竞价撮合、资金结算等功能，实现农村产权交易“零跑腿”。同时，需制定全省统一的农村产权交易规则、流程和文书范本，明确交易申请、审核、公示、竞价、签约、结算等各环节要求，确保交易过程公开、公平、公正。可借鉴兰州市经验，推动数字化平台全覆盖，实现信息发布、网络竞价、线上监督等功能集成，提升交易效率和透明度。加强从业人员培训，提高专业化服务水平，杜绝暗箱操作和违规交易。

明确产权界定、健全监管机制并行。农村产权确权涉及农业农村、林业、自然资源、住建等不同主管部门，加快农村集体资产清产核资和确权登记步伐，特别是对耕地、林地、宅基地、集体经营性建设用地等核心产权，要明确权利主体、边界等，颁发统一权属证书。推动农村产权确权与交易平台无缝衔接，确保只有权属清晰的资产才能进入市场交易。对于产权结构复杂的资产，可探索“预登记+交易鉴证”模式，在保障交易安全的前提下逐步推动流转。
