岑浩辉表示，根据气象部门联合会商分析，预测超强台风“桦加沙”可能于24日上午在澳门以南 100公里范围内掠过，且持续时间较长，预计带来严重风暴潮及恶劣天气，可能出现与“天鸽”和“山竹”水平相若的严重水浸。

按照第181/2025号行政长官批示，自地球物理气象局发出八号风球起，暂时关闭幸运博彩业务的地方及场所。澳门博彩监察协调局履行监督职责，协调各博企做好暂时关闭及员工、旅客安排。

23日13时，澳门特区地球物理气象局发出第3级别/橙色风暴潮警告，18时改发红色风暴潮警告。呼吁低洼地带及沿岸地区居民及旅客尽快撤离至高地或避险中心。

23日13时起，澳门共开放17个避险中心和四个集合点，17个避险中心可容纳24000名居民暂住，有需要人士可到四个集合点撤离至避险中心。23日17时，避险中心使用人数已逾250人，中心内有饮用水、粮食及医护人员驻守，有社工局人员在场协助。

与此同时，澳门特区治安警察局18时30分封闭澳门四条跨海大桥，连接澳门与横琴的莲花大桥亦同时封闭。此外，经珠澳两地口岸管理部门协商一致，拱北口岸、青茂口岸、珠澳跨境工业区专用口岸23日19时起暂停通关服务。据悉，澳门特区教青局22日宣布，23日、24日全澳停课。珠海市23日12时至24日，已实行停课、停工、停产、停运、停业；15时封闭有关路段（桥梁），并视情采取交通管制措施，提示通关人员提早做好规划。

澳门特区旅游局已连续两日派员前往位于低洼地区的酒店业场所巡查，提醒导游及旅行社等业界代表，适时调整旅行团行程。据了解，9月23日至9月25日期间，预计共有210个旅行团，约5600名旅客在澳停留。旅游业界将安排旅客留在室内安全地方，协助旅客通过调整行程尽早离澳。

记者16时在澳门街头看到，路上行人及车辆稀少，各超市顾客盈门，购买应急食物及饮用水，相关供应充足。临街铺面已做好防风防水浸准备，门窗打上“米”字封条防护。民防行动中心相关部门巡视各建筑工地，提示做好应急准备。住宅物业管理人员挨家挨户提醒住户，将花盆等物品搬离阳台。
