为确保鸠兹科创湾建设行稳致远，芜湖市构建了“1+1+N”“市级通用政策+人才专项政策+园区配套政策”体系，同时叠加省级顶尖孵化器、未来产业先导区等政策。其中政策亮点密集，包括支持载体单位建设全球研发中心，市级给予最高1亿元奖补；对一流水平的国内外顶尖人才，给予最高1亿元的项目经费和股权投资；招募全球合伙人，最高给予1000万元补助；对高层次人才团队创新创业，给予最高300万元支持。
